Abu Dhabi Launches Digital EOI Registration for Off-Plan Projects via Madhmoun
The Abu Dhabi Real Estate Centre (ADREC) has introduced a new digital process for registering Expressions of Interest (EOIs) for off-plan projects through its Madhmoun platform, marking a significant regulatory step for Abu Dhabi’s property sector.
Announced during the launch of the Manchester City Yas Residences by Ohana, the initiative makes the project the first in the emirate to enable fully digital EOI registration under the new system. Going forward, all developers launching new off-plan projects in Abu Dhabi will be required to process investor EOIs electronically via Madhmoun.
Under the updated framework, EOI payments will be placed into a government-supervised preparatory escrow account, ensuring direct oversight by ADREC. This replaces traditional practices where funds were often handled through less regulated channels.
The move introduces structured governance to the early stages of off-plan property sales, aligning Abu Dhabi’s procedures with international best practices in transparency, accountability, and financial security.
Engineer Sultan Al Memari, Acting Executive Director of the Real Estate Regulation Sector at ADREC, stated that protecting investor interests while maintaining operational efficiency for developers remains central to the emirate’s real estate transformation strategy. He noted that integrating EOIs into Madhmoun strengthens trust in the off-plan buying journey and enhances the overall investment environment.
Digital Oversight and Refund Mechanisms
The digitised process reduces intermediary risks by enabling monitored transactions and structured refund mechanisms through the platform. With enhanced regulatory supervision and automated tracking, the system ensures greater clarity for buyers and improved compliance for developers.
By embedding escrow supervision at the EOI stage, Abu Dhabi is introducing safeguards earlier in the transaction cycle, reinforcing confidence among local and international investors.

Established in 2023 under the Department of Municipalities and Transport, ADREC has been driving regulatory modernisation across the emirate’s real estate sector.
